just something that's occurred to me - i appreciate forums aren't a democracy but this may be an idea to some -
how about revoking a user's posting rights once their rep dips into the negative? it seems management don't want to implement measures that could stem the initial flow of new users joining up to spam or post profanity, and this could allow any one of us in positive rep who comes across a spammer to neg them and immediately put a stop to whatever they are doing.
the idea occurred to me when I neg'd a new spammer and their rep bar immediately filled half with red. any new spammer isn't going to have positive rep and so a single neg from anyone who has rep should be enough to activate this condition. this leaves the decision on what to do next up to the moderator and potentially saves them a lot of extra work from any collateral that would have occurred.
it's just an idea - and if i were a newbie here I wouldn't have a problem with such a rule. If it's abused the audit trail is as plain as the nose on the front of your face and such members can have their posting rights revoked. Really, negs should be reserved for extreme circumstances of deliberate misinformation or abuse of the forum, and that can be monitored. We're a good lot here, I think we could be trusted to execute this well?
